 One of the first things he's aware of when he wakes up is that this is not ground.

It is not ground of any kind in fact, and most certainly not the ground of the desert limits at Castelia.

It is a bed. The next thing realized, very quickly as he wakes up is...

Oh. Tail is gone, clothes are different and... "...Oh." He can talk.

"Ah... Th- I- " Mind, it's very stuttery right now but-

"This is incredible..!" HE CAN TALK HE CAN TALK HE CAN TALK where's that transceive-

...Oh. Catching himself on video has revealed something else, uh...

['Bill' seems to be testing his voice, while a Phione rolls over in sleep on the bed. Apparently Bill had an egg. ...Just like he did.] Ahhhh... Bill? Are you there?

[Beat.]

...I believe I have something of yours...

[How did he say that with a straight face...]

[The very first thing Bill had noticed too was the fact he was most certainly not where he had fallen asleep. And with the noises he was making in half-conscious confusion, he thought he might not even be awake.

The desert's not somewhere you can sleepily lull about for very long, however. Once he does realize he's awake he panics, stumbling about and making more of those odd noises--why isn't he forming words!?

Was this one of those things this Unova did...? He needed to find the X-Transciever, needed to check if anyone else was suddenly not--

Seems so! I'd been looking after an egg too. Quite the coincidence, huh?

[Bill does indeed not quite get what Whirlipede means, though the fact he can understand her speech will never hesitate to be super-duper-amazing.]

Whirlipede mentioned something about a Prince of the Seas?

Yes that's right; the pokemon, particularly those near water, have been busying themselves about it... From what I remember, the 'Prince of the Seas' was Manaphy in my world so...

[He's looking back to the Phione now.] Come to think, there were myths in my world that there were entire palaces filled with Phione to care for him. It's a fairly popular tale, but I didn't think it would have a similar reality.

It's possible, if the legend even minutely applies..! I suppose keeping an eye out for anyone else in this predicament will help with that...

Oh, yes! The noises coming out of me are a little unsettling, but being able to understand the Pokemon around me is fascinating and exciting!

[With this big a grin, there's no doubt that tail's thumping away against the ground as well in his excitement.]
